
By-Laws
of
The Art League of West Texas
Art. I Name and Address
Sec.1 The name of the organization shall be The Art League of West Texas.
Sec.2 The Art League of West Texas may be reached through the GAC at
767-3716, or by contacting any officer or Board member.
Art. II Purpose
The purpose of the ALWT is to make the West Texas region a dynamic visual art center by promoting and recognizing West Texas artists. The ALWT will also promote and support the Lubbock Garden and Arts Center through demonstrations; workshops and exhibits.
Art. III Boards
The ALWT will be led by an Executive Board of officers elected by the general membership and an Advisory Board selected by the officers. The Executive Board shall be responsible for the general business of the ALWT and for coordinating activities with the GAC. The Executive Board, the Committee Chairpersons and additional appointed members will comprise the Advisory Board. The number on the Advisory Board shall not exceed 15. Members of the Advisory Board are to be appointed on a yearly basis.
Art. IV Membership
Sec. 1 Membership in the ALWT is open to any person interested in the arts at any level.
Sec. 2 There will be 2 classes of membership; Artists and Friends of the Arts.
Art. V Dues
Sec. 1 Membership dues are to be set yearly by the Executive Board and approved by the general membership. Dues are for the calendar year and are to be paid by January 1.
Sec. 2 Quarterly dues may be proposed if necessary.
Art. VI Membership Meetings
The ALWT will meet on the second Sunday of every month except December. The president shall have the authority to call additional meetings as necessary.
Art. VII Elections
Sec. 1 ALWT elections will take place in November with new Board members taking office in January.
Sec. 2 The Nominating Committee will present a slate of candidates at the November meeting with additional nominees accepted from the floor. All candidates must agree to serve prior to nomination.
Sec. 3 Officers will serve two year terms with the president and secretary elected in even years and the vice-president and treasurer in odd years.
Sec. 4 Election will be by majority vote to be determined at the November meeting.
Art. VIII Vacancies
Vacancies in the offices may be filled by a majority vote of the officers remaining.
Art. IX Officers
The officers of the ALWT shall be a President, Vice-President, Secretary and Treasurer.
Art. X Duties
Sec. 1 The President is to preside at all meetings and perform all duties within the scope of the office.
Sec. 2 President will recommend committee chairpersons to the Advisory Board for approval.
Sec. 3 The Vice-President will serve in the absence of the President and serve on committees and in other capacities as assigned by the President.
Sec. 4 The secretary will record the minutes of all meetings and furnish copies of the minutes to the Board, and perform other duties as assigned by the President.
Sec. 5 The treasurer will provide oversight of all ALWT funds; write checks with the Presidents’ approval, and all other duties as assigned.
Art. XI Committees
Sec. 1 The ALWT will have standing committees for planning, programs, marketing, public relations and nominating.
Sec. 2 The President will nominate chairpersons for each committee for approval by the Board. Chairpersons will serve one year or until a successor is appointed.
Sec. 3 Committee members will be selected from the Board and/or membership.
Sec. 4 The President may create special committees as needed. Chairs for special committees will serve until the assignment is completed.
Sec. 5 The nominating committee is charged with developing a slate of candidates for the election of officers. The committee will consist of two board members and two members of the general membership.
Art. XII Fiscal Year
The ALWT year shall be from January 1 to December 31.
Art. XIII Amendments
These by-laws may be amended by a majority vote of the members present and voting at any general or called meeting of the ALWT. The proposed change/changes must be submitted in writing to the membership at least ten days before the meeting.
Art. XIV Parliamentary Procedure
Parliamentary Procedure as laid down in Robert’s Rules of Order, Newly Revised, shall govern all meetings in which they are not in conflict with these by-laws.
